Third step is designing the system which involves pictorial representation of this software. This graphical representation is necessary as it aids it training the users.

After rolling out the program, the company should not stop there and relax, they should evaluate the performance of new software to meet the organization intended goal. Maintenance of this system should also be provided for in the organization plan.

And most important function that system is able to perform, is providing a customer portal where clients can access online from their places or homes to check their account information or balances. Another important function of the system is enabling E billing. E billing allows service providers to send their customer bills reducing their cost of postage significantly.

The other important function that comes with water billing software is that it facilitates client account management. This is by allowing reprinting and resending of client bills by just pressing a button. Clients can access their late fees and penalties are calculated automatically. The suppliers can check full customer history and get to know the consumption patterns of a client and also predict their payment patterns.
